A steel rebar cage is constructed and concrete poured over it with walls generally about 250mm upwards in thickness. The rebar cage also forms a "farrady cage" which then becomes a part of any RFI./EMP protection which may be required to protect sensitive data and equipment inside the building or specific rooms. There is also a wind speed factor used for the room design. The actual building design can be of a standard type, for instance NATO box igloos, which are used for storing missile warheads, small missles, ammunition etc., large buildings with 10 metre x 8.0 metre sliding doors which are missile storage magazines, or can be a specific design for use as a Squadron Operations Building or Sensor Maintenance Facilities. The last 2 are about 4 storeys high, one storey above ground and three below ground.

Other things which have to be taken into account in the design of the building, dependant of course upon its intended use, are Q.E.D, which is quantity or explosives and distance, and the likely ground shock the building will have to withstand in the event of a nuclear expolsion, this ground shock/acceleration can be as high as 49 G.

If the shelter is to protect people then an air filtration system is required to remove the chemical/biological warfare gases.
